Police have been trialling the cameras - which can photograph a car's numberplate from a distance of up to 3m -on four patrol cars since earlier this month.

Stolen, unregistered or cars belonging to known criminals, hoon drivers or known arsonists are put into a data base linked to the cameras.

Chief Superintendent Paul Schramm said if the cameras detected any of these details, the patrol was alerted by a `flag', prompting further action. .

"We have already had some hoon drivers charged as a result of the technology," Chief-Supt Schramm said.

"We think this technology will make our roads safer."

The cars have two forward-facing cameras and one side- mounted camera, which are able to scan both moving and parked cars.

The results are monitored inside the patrol car by an officer, with the information immediately displayed.

If the number plates reveal the car is unregistered or if its registered owner has outstanding warrants or any other issues of interest to police, then the patrols can take action.

Police Minister Michael Wright said the technology already was in use in the UK.

"This is really at the cutting edge, it will bring us up to date with what is happening in other states around Australia and also overseas," he said.

"It will provide the ability for police to get instant information from number plates whether the driver is known to be involved in drugs or other types of criminal activity."

A decision will be made after the trial ends at Christmas whether to start fitting the cameras to all police cars - incluidng unmarked vehicles - at a cost of $40,000 per police car.

Victoria Police yesterday began trialling a new vehicle-mounted camera capable of scanning up to 700 passing vehicles in an hour, with the trial so far leading to the identification of three banned drivers per hour.

The camera system automatically scans and identifies vehicles registered to disqualified or suspended drivers quickly enough for police officers stationed further along the road to detain the driver.

Trialled in the south-east Melbourne suburb of Moorabbin, the camera – mounted to a nondescript blue Volkswagen Transporter – has demonstrated the significant potential for the system’s automated number plate recognition technology.

Police representatives said that disqualified drivers were involved in 10 percent of all fatal road incidents, with research showing that such drivers are up to nine times more likely to be involved in road incidents than other motorists.

Called Mobile Automated Number Plate Recognition (ANPR) cameras, the new systems will be trialled in four South Australia Police patrol cars until the end of the year, before a decision is made on whether to expand the programme.


Each patrol car is fitted with three ANPR cameras: two forward-facing and a third with with the ability to scan the registration plates of parked vehicles as the patrol car passes.

“It increases the potential for offenders to be identified, stopped and appropriate policing responses undertaken,” a SA Police release reads.

“Intelligence, particularly relating to vehicle location, can link criminals to these vehicles as well as linking vehicles to crime scenes. ANPR will also identify unroadworthy (vehicles).”

Assistant Commissioner Killmier pointed to the technology’s successful use interstate and overseas as evidence of the trial’s worth. He said the cameras will be used in crime reduction and road safety strategies this year.

“As a vehicle licence plate is read by the camera, the image is displayed on an LCD screen visible to police officers and an audible tone alerts police if a registration number plate matches a vehicle of interest,” Assistant Commissioner Killmier said.

“ANPR cameras record the location of a vehicle at an exact time, have a capacity to scan a high volume of vehicle plates, and work in all weather and lighting conditions.

“We hope they will help police intercept dangerous drivers and therefore assist in reducing deaths and serious injury.”

POLICE have found knives, a machete and knuckledusters in a random search for weapons at a Melbourne railway station, days after Indian student Nitin Garg was stabbed nearby.

In a show of their resolve to stamp out violent street crime, a team of officers patrolled Footscray train station today searching for knives.

The trial search-and-seize blitz, dubbed operation Omni, has been made possible by a beefing up of police powers and is expected to be expanded to other suburbs.

This murder was an excuse to bring in totalitarian undemocratic powers that the public would never otherwise agree to-just like the Martin Bryant cover up & the Bali and 9/11 inside jobs-as well as to offer the Police Corporation more income making opportunities.

Police have the power to search individuals at random for knives and other weapons in designated areas without a search warrant.

Actually, no they do not.

People were scanned with a metal detector wand, then frisked and body searched if required.

In all, 182 people were searched at the station in the three hours to 4pm (AEDT) on Thursday, police said.

Seven people were found carrying 12 weapons in total.

175 INNOCENT PEOPLE HAD THEIR LIBERTIES SMASHED AND THEIR PRESUMPTION OF INNOCENCE DENIED.


One person with outstanding warrants was arrested.

Deputy Police Commissioner Kieran Walshe said the operation was a success.

"Today's operation has enabled us to detect these weapons before they are used in crimes, making the area much safer for train commuters and the broader community," he said in a statement.

"It is our intention to run a number of targeted operations in weapons hot spots this year until we see a reduction in weapon related crimes," he said.

Earlier, Mr Walshe told reporters police were required to give the public seven days notice of planned search operations but other, intelligence based, searches could be carried out without warning.

"I am confident that these laws are going to give us a great opportunity to take weapons out of the community," Mr Walshe said.

Acting Premier Rob Hulls said Nitin Garg's death "confirms absolutely that we have to do everything we can to support police to wipe out street crime, to wipe out knife-related crime, and that's why these powers are so important".

Mr Hulls and the deputy commissioner met with the Indian high commissioner and consul general on Thursday to reassure them that Victoria was doing everything possible to bring Mr Garg's killer to justice.

They also sought to assure the Indian diplomats that Victoria was a safe place to study.

Mr Garg, 21, was stabbed in a park late Saturday night as he walked to his part-time job at a Hungry Jack's restaurant.

He died later in hospital.

ACT Policing is investigating an incident which occurred in Kambah yesterday (Thursday 3 December) at about 10.30pm.

A 28-year-old female was driving southbound along Namitjira Drive when she saw flashing red and blue lights coming from the vehicle behind her. She pulled her vehicle over near the intersection of Kambah Pool Road, believing it to be an unmarked police car.

A male approached the victim’s front window and asked her to exit and move to the rear of her vehicle. As the victim complied with the request, the male got into her vehicle and drove off in the direction of Drakeford Drive, followed by the vehicle from which he had originally exited.

The male offender is described as Caucasian, aged in his mid-20s, about 180cms (5’11”) tall, with a slim build and short light brown hair. He was wearing a black long sleeve collared shirt and black pants. The vehicle from which he initially exited is described as either a dark green Holden Commodore or Ford Falcon.

The victim’s stolen vehicle is a 2001 charcoal coloured Holden Commodore with ACT registration YDF15Q.

Anyone who is approached by a plain clothes police officer may request to see police identification or badge and warrant card to confirm their identity.

Police are appealing for anyone who may have seen a male or vehicle matching the above descriptions, or who knows the whereabouts of the stolen vehicle are asked to contact Crime Stoppers on 1800 333 000, or via the Crime Stoppers website at www.act.crimestoppers.com.au.
